update logging after working on tests/SetEpsTestCasesFromScratch/f90/doeels.f90

make the code represent the usual formula more directly.

lorentz now somehow works. scaling is wrong. drude does not work, nor the 2 layers.

bug showed up with more than one layer

call works, but calculation gives rubbish. The selection of the term has changed and needs to be reflected in the input parameters.

lorentz and drude examples are ok.
