feedback for student is not always saved even though "save manual assesment" is clicked

Reproduce: Open a submission go directly to feedback for students. Write something and click save. Leave or go to manual assessment. go back to feedback for students

this bug does not always appear, out of 24 submission it happened 4 times, when i tried to work.
